What Are Fully Funded Scholarships?
Fully funded scholarships are those that cover both full tuition and living expenses. This is different from full-tuition scholarships, which only cover tuition fees.
Some fully funded scholarships, especially those offered by governments, also include additional benefits like airfare and language courses. These are also covered in this article.
How Can International Students Qualify for Fully Funded Scholarships?
The criteria for these scholarships vary, but generally, you need high scores on English proficiency exams like TOEFL and IELTS, as well as standardized tests such as the SAT/ACT for undergraduates and the GRE for graduate students. Additionally, excellent grades and strong recommendations are crucial.
It’s important to note that meeting these criteria doesn’t guarantee a scholarship, as there are often more qualified applicants than available scholarships. Therefore, applying to multiple scholarships can improve your chances of securing one.

16. Romanian Government Scholarship Awards

The Romanian Government offers a fully funded scholarship program aimed at helping students pay for their education. The ASEAN Undergraduate Scholarship is another award offered by the university. To stay in this program, you must be an ASEAN resident and have exceptional high school academic results. You must also show leadership skills, have good co-curricular actions, and be nominated by the school.
You can apply for the NUS Postgraduate Research Scholarship if you’re a local or international student and have been admitted into any of the university’s graduate research programs. You’ll also receive an additional fee from the Graduate School to take your studies further.
If you are a top student, you can also apply for the NUS-Singa scholarship for four years of tuition subsidies, monthly stipends, setting allowances, and travel allowances.
The President’s Graduate Fellowship is awarded to doctoral students who have demonstrated great success in their previous degrees and research potential. Full tuition and a monthly stipend are given to those students who are given this scholarship.
18. University of Chicago Scholarships

The Simon and June Li award for international students is designed to help students with difficulty funding their education. Unfortunately, the available spots are limited and highly competitive, so you’ll need to demonstrate exceptional academic performance to qualify for additional funding.
Clarendon offers scholarships to all students who apply to Oxford University’s graduate programs. These scholarships cover tuition fees, as well as accommodation fees. Applicants who receive Clarendon scholarships are automatically considered for admission.
Ertegun awards scholarships to students who wish to study the humanities, and all applicants must send an application to be considered. Every year, only 10–15 people receive this scholarship; however, it’s still worth applying for if you’re looking for financial support.
